City Attorney

Our City Attorney is Cullen C. Harkness. Mr. Harkness is the managing member of The Harkness Law Firm, PLLC. Mr. Harkness represents several municipal clients throughout Michigan in state and federal courts as well as the Michigan Tax Tribunal. Committed to serving both his clients and his community, Mr. Harkness is a member of the State Bar of Michigan, the Meridian Area Business Association, the Michigan Association of Municipal Attorneys, the International Municipal Lawyers Association, and the Haslett-Okemos Rotary Club. Mr. Harkness is also a hearing attorney for the Michigan Attorney Discipline Board and a commercial case evaluator for Ingham and Eaton counties.

Mr. Harkness received his Bachelor of Arts in Political Science from Indiana University in 2004 and his Juris Doctor from Western Michigan University – Cooley Law School in 2007. He was admitted to practice in the State of Michigan and the United States District Court for the Western District of Michigan in 2008. He was admitted to practice in the United States Supreme Court in 2018. Mr. Harkness has been AV rated by Martindale Hubble and has been selected as a Rising Star in Michigan municipal law by Superlawyers Magazine.

City of Eaton Rapids

Hello Eaton Rapids! Dressing properly is extremely important when outside for any length of time during the winter months. When cold environments or temperatures cannot be avoided, the following tips should help you stay warm, dry, and safe!

1. Wear at least three layers of loose fitting clothing. Layering provides better insulation. An inner layer of wool, silk or synthetic (polypropylene) to keep moisture away from the body. Thermal wear, wool, silk or polypropylene, inner layers of clothing that will hold more body heat than cotton. A middle layer of wool or synthetic to provide insulation even when wet. An outer wind and rain protection layer that allows some ventilation to prevent overheating.

2. Tight clothing reduces blood circulation. Warm blood needs to be circulated to the extremities. Insulated coat/jacket (water resistant if necessary)

3. Knit mask to cover face and mouth (if needed)

4. Hat that will cover your ears as well. A hat will help keep your whole body warmer. Hats reduce the amount of body heat that escapes from your head.

5. Insulated gloves (water resistant if necessary), to protect the hands
